Finland: Child welfare, families, pensions and benefits

Government brings change to social care and health

A wide–range of changes is being introduced during 2008 in social affairs and health matters which will affect all from young to old in Finland.

The Ministry of Social Affairs and Health is to place restrictions on the advertising and pricing of alcohol, with time and age limits respectively on TV and cinema advertising and on sales offers. Also the reformed Child Welfare Act which is designed to provide additional measures to support the rights of children and youth and to provide better early intervention will take effect.

There will be an increase in child supplement by EUR 10 a month to EUR 46.60 for each child.

Housing benefit will be adjusted in a way that corresponds to average rental increases, but survivor’s pension benefits for children will not be taken into account in calculating housing benefit. Family care payments and reimbursements are also due to rise this year.

The benefit for care–giving relatives will increase while the rehabilitative services for war invalids and their surviving spouses will be improved and institutional rehabilitation care will be increased. The costs of long–term institutional care for those on low incomes will also improve according to the Ministry, and the system of service vouchers will be expanded to include home nursing care.

Other measures will see agribusiness owners entitled to an additional day’s holiday, from 24 to 25 days, for which they can claim substitute assistance, and supplementary income benefit decisions will now be subject to a seven day working deadline.
