Latin America and the Caribbean: Young people at risk:

Invest in youth to bridge the social gap, urges report

A report from the World Bank entitled The Promise of Youth: Policy for Youth at Risk in Latin America and the Caribbean, says it will be much more beneficial, both socially and financially, to invest in young people, especially those at risk, than to pay for the consequences of not doing so.

Recently released in Bogotá, Columbia, the report focuses on youth who are leaving school early, are jobless, engage in substance use, and behave violently or have unsafe sex. It considers over half of those between the ages of 12 and 24 in the region to be at risk and recommends the development of specific programmes for these groups.

Unemployment, crime, unwanted pregnancy, sexually transmitted disease and substance use can reduce a country’s production. The financial situation together with associated health and social problems threatens to impact on future generations across the region, according to the report.

The report concludes that the regions problems can be more effectively tackled if full advantage is taken of contributions made by households, communities, local institutions, the private sector and youth. The most successful programsmes, it says, are those based–on agreements among these groups and tailored to each countries needs and objectives.
