Kazakhstan: Major overhaul of national healthcare

The World Bank supports programme of health reforms

The World Bank has approved a US$117.7 million loan for the Kazakhstan Health Sector Technology Transfer and Institutional Reform Project which will be implemented by the Ministry of Health from 2008 to 2013.

This project forms part of the State Health Care Reform and Development Programme adopted by Kazakhstan for 2005–2015 to improve healthcare and build long–term institutional capacity in the Ministry of Health and related institutions. It will bring international expertise to complex areas, such as healthcare financing, healthcare quality improvement, medical education and health information.

The bank’s loan will help Kazakhstan to develop evidence–based clinical practice guidelines; a better system to inform doctors in key medical specialties about such guidelines; a blood donor service and the introduction of international standards for laboratory and blood transfusion systems.

An independent system of accreditation with formal standards, trained staff and trained assessors will be instituted.

Also in the pipeline is a world–class health information system, reform of the pharmaceutical policy to improve the quality and affordability of medicines, advances in food safety in line with international standards and a component to better manage and monitor the health sector.
